Congressional Delegation of the State of Texas .
A Petition to Congress
The lifting of U.S embargo to Cuba must be conditioned on the lifting of the rigid blockade of the Cuban Communist Party against the Cuban People.
WHEREAS,
This must be understood not to be an intervention in the internal affairs of a nation, because Cuba's People have no rights to defend themselves, they do not have the opportunities to speak out their voices against the blockade imposed by a state of terror and the rule of the ruling Communist Party. There is no access to any of the channels to the media communications, and worse than that, there are no independent institutions to respect the rights of the citizens.
WHEREAS,
The United States, as the beacon of freedom, republic, respect for human rights, and opportunity for all, has the obligation to claim the right to the rights of the Cuban People who under the rule of the Communist Party for almost 48 years, do not have any Human Rights.
WHEREAS,
Other political parties have the right to claim the abrogation of the United States embargo against a state which confiscated American properties without any indemnization in 1959, when the new tyranny installed in power dismantled all legal institutions. By the way, the confiscation of the properties was not only against American citizens. It was also against Spaniards and Cuban citizens who started to leave the country, and became the largest political migration in continental history.
WHEREAS,
The tyranny has always complained about the aggression of the United States against a small state, labeling it as international problem as if it were between Washington-Havana, disregarding the real problem, which is between the Cuban Tyranny and the People of Cuba.
WHEREAS,
If any of these embargoes could stop the free hands of the Communist Party to continue its Blockade against the Human Rights of the Cuban People, the Cuban People will continue its fight against the Communist Party which constantly denies the right of Cuban People to the rights.
Whereas,
This means, the right to elect their officials under free elections and multi party system. The right to be elected by the people, without the discrimination of the only existing communist political party which excludes everybody else from the political arena. The right to express freely the political, philosophical ideas. The right to freely express their religious faith, condemned only to exercise their faith inside the walls of any church. The right to express their views. The right to be organized as free syndicates different from the only exclusive communist syndicate. The right to be organized in political parties. The right to express their ideas through any newspaper. The right to have internet. The right to have access to the communications media. The right to travel freely. The right of the Cubans-Americans to go back to Cuba without the required Cuban passport and visa to re-enter their country.
Whereas,
We have to remember the embargo applied against the South African regime. The Communist Pparty of Cuba has also accomplished tyranny with the same conditions of illegalism, illegitimacy, and unconstitutional regime. The culture of racism in the present totalitarian regime of Cuba consists not only of color, but of political racism of ideas, parties, religions,...
Whereas, In empathy with the Cuba People, the Cuban Communist Party should free the political prisoners of last Spring, all civil and peaceful leaders condemned to a disproportionate number of years. Then and only then should we lift the embargo. The embargo has been used as an excuse by the Cuban Communist Party to oppress and be more repressive against the Cuban People, and continue its Blockade to the rights of the Cuban People, by institutionalizing the violations of Human Rights. The politics of the Communist Party has been consistent all these years, denying the permission of all international organizations to investigate the violations of Human Rights inside the nation.
Whereas, At this point the lifting of the Embargo could result not only in immoral support, but in a support of the institutionalized politics of state terrorism against the Cuban People. Also, we have to make an observation that unfortunately the United States during the present administration has become the seventh commercial partner of the Cuban Tyranny.
Resolved,
The lifting of U.S embargo is not a real solution for the original cause which originated the problem. At this point, we have been converted in the 7th commercial partner of "Cuba". The lifting of U.S embargo must be conditioned to the lifting of the rigid blockade of the Cuban Communist Party against the Cuban People.
