With the modifications introduced by the Law of the Constitutional Reformation, approved by the National Assembly of the Popular and published Power in the Official Newspaper of the Republic, he has begun to govern the new constitutional text that he represents the supreme and but important legal norm of the society.

Granma today publishes the Constitution of the Republic, so as it stayed as unique and official text, after incorporating the decided modifications to him, unanimously, by our deputies.

With it we try to contribute to the knowledge and study by all our town, of the Fundamental Law that, like superior source of Right, it establishes the political, social and economic Foundations of the State, the Rights, duties and guarantees of the citizens and the forms of creation, functions and faculties of the devices of the power and national the state administration as much as local.

We arrived at this moment after a long period of work, analysis and consultations, that had its origin in the process of rectification of errors and negative tendencies, their maximum point in the popular debate around documents of IV the Congress of the Party, and their culminating moment in the recent sessions of the National Assembly.

Each one of the taken steps, of the passed stages, constituted fehaciente shows of the freedom of expression, of the plurality of ideas that reigns in our country of unique Party like force superior leader of the society and the State, because in spite of all the strong campaign of slander propaganda before, during and after the parliamentary day (and that, of insurance, will continue), he is unquestionable the amplitude of spilled, considered criteria and including in the final result of the constitutional reforms.

Be on the matter enough to indicate as to last episode the one of the own debates in the National Assembly that, even though the presented/displayed documents were discussed in individual meetings of the Political Bureau and the Plenary session of the Central Committee of the Party, as much the proposals arisen from those devices of partisan direction like the contained ones in the project of reforms, motivated almost 300 interventions of deputies and few new modifications and inclusions were adopted not.

However, and nobody can be called to deceit, the debates and like result of them the incorporated modifications, imply backward movements in our principles, neither I show of returns to the past, nor weakness in our martiano and marxist-leninist ideario. The final balance consolidates our criteria of improvement of the society that we constructed adecuandolos to the reality the world in which we lived, reaffirms concepts and aspirations, frame - from their own first Article the unalterable rules of as we conceived our State:

" Cuba is independent and sovereign socialist a State of workers, organized with all and for the good of all like unitary and democratic republic, for the benefit of the political freedom, social justice, the collective and individual well-being and human solidarity ".
We do not have either to be mistaken imagining at least that the constitutional reforms that we finished adopting will produce but minimum favorable reaction in the circles of being able or the press you declared obsolete, that put under to us deceptively blockades, insults and you criticize, or to which them secundan in one other sense, or to that they do not stop to advise " openings to us " and " concessions ".. because these changes - and it far from it seems that never they finished of entenderlo-no are for satisfying reclamations or external pressures, counted the internal ones of some trasnochados elements that forgetting until a Martí, who I call to raise " an inextinguishable love by the mother country without which none man they match identical to the campaigns of our enemies.

Our reforms are, in first place, that, ours, to satisfy reclamations and interests of our town and, therefore, ratify the course of our revolutionary and socialist project; they update what to 16 years of use of the constitutional text of base - by the way and is worth to remember that it almost approved 96% of the citizens with right to the vote was necessary in agreement with the international national situation of present; and they give answer a the agreements and resolutions of IV the Congress of the Party, as well as to the popular of its Call, nonsingle debate in the referred thing to the operation of the Popular Power, but to decisions on the economic development of the country, to their foreign policy, among others.

One treats - and this has been reiterated of the indispensable changes to fulfill those objectives and not of " cosmetic changes ", phrase coined by the enemy propaganda. A simple glance would be enough with a true critical spirit, in the analytical sense of the word, to some of the modified Articles to occur account, from which they are relative to the regulations on the direct and secret vote to choose deputies and delegates to the Provincial Assemblies, and those that in agreement with the interests of the country make flexible the character of the property on production means or the direction and the control of the foreign trade - directed to give guarantees to foreign investment and to the operation of mixed companies, societies and associations -, until which they norman the religious freedom and they prohibit and they sanction all I generate of discrimination by religious beliefs, or defines the State of emergency and the form to decree it. *** TRANSLATION ENDS HERE ***

Nuestro pueblo conoce el significado de estas reformas y es parte de ellas porque ha participado de una forma u otra en su proceso de elaboración, bien directamente en las miles de asambleas donde surgieron opiniones sobre el tema, o a través de sus representantes, delegados y diputados, o de quienes eligió o dio su aprobación como delegados al IV Congreso. Por eso no le es ajena la esencia de los cambios. Por eso no nos sorprende el poco efecto que surten en su seno los comentarios soeces que al respecto difunde habitualmente la radio enemiga, cuyos autores tan alejados de nuestra realidad pretenden confundir a quienes la vivimos.

Hemos demostrado que nuestro sistema político marcha, dijo Fidel al termino de la reciente Asamblea Nacional. Es el mas democrático del mundo y ahora lo vamos a someter a nuevas pruebas.. Vamos a demostrar como se puede hacer Revolución con principios democráticos, como se puede practicar la democracia con un Partido, y lo vamos a hacer en las condiciones mas difíciles.
