Adopting any rate above the effective rate requires legal notice in the newspaper and two public hearings. Public hearings on Saturday, Sunday, or Labor Day are prohibited. The first hearing must be no earlier than 7 days nor more than 30 days after publication of the notice. The second public hearing must be no sooner than 3 days after the first public hearing.
